This incident caused the partial shutdown of the Central Terminal Area tunnel and the Terminal 3 car park.

An additional two individuals have been arrested related to a theft at London's Heathrow Airport where over twenty individuals were injured by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was arrested in the Lambeth area for suspected theft and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. They both are still being held, authorities confirmed.

The arrests follow an investigation into an assault at the multi-level parking garage at Terminal 3 this past Sunday. Prior to the attack, two women had stolen from them their luggage after getting out of a car park lift.

A toddler aged three was among the injured during the incident. Five people went to hospital for treatment and were later released.

Police arrested a 31-year-old man for suspected robbery and assault near the location. He has since been released under investigation as the investigation proceeds.

Police were alerted at approximately 8:10 in the morning GMT following reports of several individuals injured by an irritating chemical believed to be pepper spray.

The assault - an event that police said was isolated and not considered an act of terror - resulted in delays to rail services and the partial closure of the Central Terminal Area tunnel and the T3 car park for a short time.
